BAN Toxics, an environmental justice group, has called for a comprehensive review and stricter implementation of Republic Act (RA) 9003, the Ecological Solid Waste Management Act of 2000, on its 24th anniversary.
RA 9003, enacted on January 26, 2001, was designed to establish an integrated solid waste management program aimed at protecting public health and the environment. Despite its objectives, the group laments that improper waste disposal, insufficient facilities, and low public awareness remain significant challenges.

The 2023 Commission on Audit (COA) report revealed alarming statistics, showing the country’s solid waste increasing from 9.07 million metric tons in 2000 to 16.63 million in 2020, with a projected 24.5 million tons by 2045. Only 39% of barangays had material recovery facilities (MRFs) in 2021, and less than 30% of local government units (LGUs) had access to sanitary landfills.
“RA 9003 is crucial but poorly implemented, and its shortcomings are evident, particularly during floods. There are also unseen effects, such as toxic waste contaminating the environment and posing long-term health risks to communities,” said Thony Dizon, Campaign and Advocacy Officer of BAN Toxics.

Plastic waste remains a critical issue, with the Department of Environment and Natural Resources (DENR) reporting that the Philippines generates 2.7 million tons annually, contributing to 61,000 metric tons of solid waste produced daily. BAN Toxics advocates for a nationwide ban on single-use plastics to address this crisis.
LGUs are mandated by RA 9003 to divert at least 25% of waste through reuse, recycling, and composting. However, waste diversion is often managed by the informal sector, including junk shops and waste pickers. BAN Toxics emphasizes the importance of supporting these informal collectors with health benefits, training, and proper equipment to formalize their roles and enhance waste recovery efforts.
“On the 24th anniversary of RA 9003, BAN Toxics reaffirms its commitment to advancing environmental awareness and developing innovative, long-term solutions for more effective solid waste reduction,” Dizon stated.
